Although most submissions on the constitution of the Racing Conference supported the view that every totalisator club should be entitled to representation on the conference, with every delegate en-

titled to at least one vote, the Committee of Inquiry, ’after examing this possible basis from every angle, was unable to conclude that direct representation at conference level for every club was necessary or desirable.
