Appointment Necessary Suggestion of the establishment of a racing advisory board was not supported by the Committee of Inquiry. However, the committee said the time had come for the conference to appoint a senior executive officer, either as director or general manager, as the chief executive officer of the conference responsible to the executive committee. The committee said such an appointee should oversee the ; general administration of racing apart from secretarial i and accounting duties. The appointee should re- ■ lieve the president of day-to-day decisions and could maintain a close liaison with the secretaries of district committees, or totatisator clubs and the Government.
