Cuban Marine ‘Discontent’

SAN FRANCISCO, Dec. 28
The captain of a Cuban freighter and his three top officers flew to San Francisco to obtain political asylum yesterday. They said there was widespread discontent in the Cuban merchant marine over shipment of cargo to North Vietnam.
