Lincoln College Grant Lower Than Requested
The University Grants Committee yesterday advised the board of governors of Lincoln College that the Government had approved a grant of £51,000 for equipment for the new teaching block now under construction at the college.
The college principal (Dr. M. M. Burns) in answer to a board member's question said the £51,000 grant was about £48,000 short of what had been sought
The grants committee had stated: ‘This is a Mock grant and to the total that will be made available by the Government for equipping the new building. It to for your council, however, to decide the ways in which the grant shall be spent. The following comments relating to the manner in which thetotal was arrived at are offered:
“In some instances items have been deleted because they are not considered essential. SinMtariy In some cases the numbers of particular items have been reduced.
“In come cases deletions here been made because it to considered that the items should be a charge against your recuntag income as a factor for normal growth. “Some items listed are being financed from other sources, such as Kiwi lottery funds. Others should more properly be included tn your furniture schedule. “When considering the cost of items regard has been paid to the price at which such or similar articles can in fact be purchased on the market under the most favourable buying procedures.” Taken Into Account The grants committee said the following considerations were also taken into account: “It is understood that Lincoln College does not intend to pursue any extensive programme in poultry husbandry or research. “The existence of othe.- fact-
Htiea for raaearoh in veterinary adeoce and anima! health, Massey, Rnakuro, Wallacevflle, must limit the extent of the wort that can be financed at Lincoln from Government funds. “It to considered the; stuOODC TEMBCu Bl DOnSKUKuFC can be done in Uy plant, soil or zoology Mbonhoriea. The ptuvtotai of a glassblowing lathe to not ttwught to be warranted.” “Carefully Written” Dr. Bums told members that the granite committee's letter had been “very carefully written."
Answering a question from a board member, he said that It was possible for the board to spend money from the grent on items which bad been deleted under the first part of the letter without knowing that thorn Items had tn factbeen deleted. Dr. Burna add that in some ways aeytag that the grant was £48,000 short of what had been requested about £99,ooo—could be confusing. With the application of some items to research grants and not the teaching block and other procedures the amount sought would be about £86,000. Dr. Burns said he bad pointed out that in respect o' veterinary activities two of the three centres mentioned were in the North Island and he felt it was necessary for research in relation to South Island conditions.
The college's case for a larger grant could be stronger when an appointment had been made to the chair of horticulture and approval was given for the second teaching block. Mr D. W. Bain: Can’t we tag it in some way as a first instalment? Mr D. S. Max said it was always horticulture which was affected. Some felt that the Government was not giving 'Horticulture the support it
was fitvint ta other avenues of agriculture. Jbe board agreed to accept the grant of £31,000 and to ask toe coMege staff and executive to prepare a list of essentials which the grant did not cover.
