Concern In U.N. (5 Z P A -Reuter—Copyright) NEW YORK, Dec. 17. The General Assembly jrstrrday expressed deep concern at a British plan to establish a military base on the island of Diego Gard in the Indian Ocean. The British Government has said it plans to use the island, 1000 miles south of India, as a joint Anglo-American military staging post. The island has up to now been administered from Mauritius 1500 miles to the south-west.
