Israel last night rejected the substance of proposals President Bourguiba of Tunisia put forward 10 days ago for Arab-Israeli negotiations. Rut the Prime Minister (Mr Levi Eshkol), welcomed the move as the first sign of a new attitude breaching the “wall of hatred" surrounding Israel. “A prominent Arab leader has finally arisen suggesting peace,” he said .
