Moscow Renews Attack

MOSCOW, April 13.
Moscow Radio today broadcast a new attack on President Johnson’s call for unconditional talks on Vietnam and termed it a mask for aggression, the Associated Press reported.
The offer was denounced by “Pravda” on Saturday as “noisy propaganda." In a programme beamed to North America, the radio said Washington had been disappointed by the Communist bloc’s harsh reception of the President’s idea. It added: “How else was the Soviet Union expected to react to the declaration of intent to go right on strangling the people’s struggle for freedom in South Vietnam? “As for the President’s statement that the United States was prepared to participate in unconditional dis-
cussions, there is nothing to show that it was sincere. . . . “American leaders are still very far from a sincere desire for peace in South-east Asia. What worries them is something else entirely. “They wish to mask their aggression in some way to give the impression that they are reconsidering American policy while keeping on their previous course. “That is obviously what the President meant by unconditional discussions."
