Sir, —It is claimed by “Returned Soldier, 1914-18” that war is not what it was; that it has yielded to “already existing strong and effective economic and financial measures.” This may mean that a kind of international social credit institution has been set up. On the other hand, there is no apparent reduction in armaments on either side. The fact is that if war is to be eliminated it must be made illegal. The free nations have sponsored modern civilisation. They should set up an international court with power to punish confrontation and crime. President Kennedy has taken the first step. Naturally, cold-war propagandists will resort to the usual frightfulness. Mere verbosity can, however, be disregarded.—Yours, etc., T. M. SHAW. Westport, February 18, 1965.
