The impending second Chinese nuclear test—forecast by the State Department will hasten Western efforts to persuade the Soviet Unibn to join in sponsoring a worldwide non-proliferation agreement.

Among countries which are credited in America with the capacity to develop nuclear weapons if they choose are Canada, Germany, India, Italy, Israel, Sweden, Switzerland and the United Arab Republic.

American experts do not believe Indonesia is capable of doing so in spite of recent claims from Djakarta to the contrary. The United States shares with Britain a fear that it would be a much more dangerous world than at present if there were 10 of 15 nations with a nuclear capacity. The belief in Washington is that Chinese nuclear development could set off a chain reaction unless the major powers do something about it.
