Russian Factory Chiefs Fined

(N.Z. Press Association—Copyright) MOSCOW, December 29. Soviet officials have begun a new campaign of imposing stiff fines on factory chiefs who turn out poor quality consumer goods, the Associated Press reported.

Factory officials have long been criticised in Russia for emphasising only the quantity of production in trying to meet targets handed to them by central planners. Buyers complained of poor quality and left goods on the store shelves. The first indications of the new campaign came in “Kazakahstan Pravda,” the Government and Communist Party newspaper of the Kazakah Republic in Soviet Central Asia. The newspaper announced fines against factories which turned out defective goods. It said prosecutions were continuing, mainly in the

food and clothing industries. A factory which turned out defective fur coats and hats was fined 10,038 roubles (about £N.Z.4000). Another which made work clothes was fined 5614 roubles (about £N.Z.2000).
