BAN WILL REMAIN Soviet Move Defeated (N.Z.P.A.-Reuter—Copyright) TOKYO, October 23. The International Amateur Athletic Federation today defeated a Russian proposal to lift the suspension imposed on athletes who took part in last year’s G.A.N.E.F.O. Games in Djakarta. The vote at the I.A.A.F. congress was 132-95, in a ballot. The I.A.A.F. council had suspended G.A.N.E.F.O. athletes for 12 months, thus preventing them from taking part in the Tokyo Olympic Games. In today's 95-minute debate it was obvious that Communist and many African nations considered the council had been wrong, but several English • speaking nations contended that the I.A.A.F. had to maintain discipline. The I.A.AF. president, the Marquis of Exeter, said the federation would not have been doing its job if it had not taken a firm stand. LOSS OF EARNINGS
A proposal by Sweden to compensate an athlete for proven loss of earnings was referred to the I.A.A.F. council for further study. The federation also approved a proposal that when an athlete has become a naturalised citizen and resident for at least three years in another country, he may represent his new country in the Olympic Games. A proposal by Austria to lower the age limit to 13 for those participating In I.A.A.F. meetings was withdrawn by the Australian delegation. The federation decided to tighten control on all student athletes attending universities outside their own countries.
