16,010 Have Defected

(N.Z.P.A.-Reuter—Copyright) SAIGON, Oct. 10. Sixteen thousand and ten Communist soldiers and agents had defected to the Vietnamese Government during the last 20 months, it was announced today. A system for keeping count of defectors has only been in operation since February. 1963, when the Government began its Chieu Hoi campaign. The Chieu Hoi (open arms) campaign offers amnesty to those who give themselves up. Only a small proportion of the Chieu Hoi defectors are hard-core Communist Viet Cong or important agents.
