Transitional Bill For Education

WELLINGTON, October 1.
Transitional provisions, to cover staffing and other education matters until the consolidated Education Bill takes effect some time next year after new regulations have been made, are included in an Education Amendment Bill introduced in Parliament today.
The amending bill will japse when the new major act takes force by proclamation.
■lt allows the creation of several appointments committees. There is at present
only one and the intention is to set up three, one-in each of the education- region's. At present, a couple can apply for joint appointment to a two-teaeher school only once they are married; the bill allows a couple to be appointed if the appointments committee is satisfied they will marry before taking the jobs. If they do not, the appointment will lapse. Teachers will not be eligible to apply for . new permanent positions until one term before the appointments are due to be made. Retrospectively to December, 1962, the Director of Education gains discretion to extend the period of payment of overgrade salaries in special circumstances. Teaching salaries will be protected for up to two years where public schools become normal schools, . associated with teacher 'training colleges, or where any one secondary or technical school replaces or takes over the functions of other technical or secondary schools. The minimum number of Education Board representatives on a combined school is reduced from two to one. . Recent grants to private schools are validated. .
