President de Gaulle, in a speech in Lima called on Latin American countries to play a larger role in world affairs and suggested that their contribution could be outstanding as a balancing force for peace. Addressing a joint session of the Peruvian Congress, he also said that the time had now come to offer fuller French co-operation to Latin American countries.
