Tube For Base Of Court

A commemorative parchment and samples of the money of the 17 member States of the Council of Europe, sealed in a lead tube, are to be built into the foundations of a new building destined to house the European Court of Human Rights here.
The Human Rights Court was founded 10 years ago. Its new building will also house the European Rights Commission, which considers all complaints concerning violation of the European Human Rights Convention and decides whether they should be referred to the Court.
