The Israeli Prime MBnister and Defence Minister (Mr Levi Eshkol) today accused scientists tan Germany and other countries of strengthening “the juggemaut of aggression winch is buildiing up in Egypt.” He urged West Germany to take effective measures to prevent German scientists aiding the Egyptian war industry. Giving his “state of the nation” address to the Knesset, the Prime Minister said that Arab countries “persist in threatening the very existence of Israel." He accused President Nasser of Egypt of aiming to dominate all his neighbours. He also said that “the more world tensions are relaxed, the more difficult will our enemies find it to keep the general thaw from penetrating to the Middle East..’’ Curbs on Arabs Lifted The Prime Minister devoted the major part of his address to conditions of Israel's Arab minority. He announced the lifting of travel restrictions so far applying to the inhabitants of “military government areas,” who are mostly Arabs. Mr Eshkol said that after “a renewed and tliorough examlnation such as we normally conduct from time to time” he had decided to introduce far-reaching changes. He said subversive elements would be handled through individual restaaiining orders. Mr Eshkol said: “To my regret, the incitement and hostility of Arab countries compel us to keep a close watch on areas that are particularly sensitive from a security viewpoint We shall not be able to do away with military control as long as there is no fundamental change in the security situation in Israel.”
