The Chinese People's Republic today was

barred from the United Nations for at least another year. China’s border war with India and its ideological dispute with Moscow were seen as factors in the General Assembly’s decision. But India, whose border differences with China have threatened the peace of Asia, favoured United Nations recognition, as did Britain, which split with the United States on the issue. Australia and New Zealand voted against China's admission. Britain is scheduled to explain its vote in the Assembly tomorrow.

Malaysia, Cyprus and Togo, which abstained last year, fell into the negative column. Sierra Leone switched from “yes” in 1962 to abstaining this time. The total of 57 votes cast today against United Nations recognition of Peking represented an increase of one over last year. Affirmative votes totalled 41, and there were 12 abstentions.

This year, unusually, the Russians did not themselves sponsor the customary bid to seat the Communists and to oust representatives of the Formosa-based Nationalist regime.

instead, the initiative was taken by Peking's tiny European ally, Albania, later joined by Cambodia in sponsorship of the formal resolution. The United States, as in previous years, led opposition to the bid. The total vote against China was also the greatest in the 13 years in which the question has been on the agenda.
