OFF-COURSE BETTING

New Yorkers’ Study (N.Z. Preu Association) WELLINGTON. Aug. 25. Two New York city officials arrived today for a two-week examination of the T.A.B. offcourse betting system. They are Mr Albert Margolies, the city’s director of research control, and Mr James Cavanagh, assistant to the chief economist of the Budget Bureau. Mr Maxgolies said they were interested in legalised off-course betting and felt the system operated in New Zealand by the Totalisator Agency Board was the closest to what they visualised for racing in and around New York.

There were no licensed bookmakers in the United States, but betting with illegal bookmakers. It was hoped io introduce a system that would channel this money, or most of it, to the totalisators on the racetracks as had been achieved in New Zealand. It was their hope while in New Zealand to find out where the money came from where it went, what share the Government took, and to explore the social implications.
