(N.Z.P A.-Reuter—Copyright) LONDON, August 17. Britain yesterday rejected Soviet notification that East Germany had signed the nnclear partial test ban treaty. The Soviet Union earlier this week sent Britain a Note containing a list of the countries which have up to now signed the Russian text of the treaty in Moscow. The Note included the name of East Germany. Britain, in a Note handed over to the Soviet Embassy in London, said It could not accept notification about East Germany because it does not recognise it as a sovereign State.
