(N.Z. Press Assn.—Copyright) WASHINGTON. July 23 The American Government —like some of its citizens—loses on the Irish Sweeptakes. Except for the winners, those Americans who buy tickets on the Irish Sweepstakes each contribute their share to the big balance of payments deficit which is draining gold from the United States. “We don’t know bow to stop it,” the Secretary of the Treasury, Mr D. Dillon, said today. Even so, Mr Dillon rejected a suggestion from Con. gressman P. Fino, that the Government operate a lottery of its own in an effort to keep the gambling dollars at home.
