Kennedy Retreats

WASHINGTON, July 19.
Wall Street stocks dropped 2000 million dollars in value yesterday and President Kennedy’s Administration announced a partial retreat from the President's earlier request for special taxes, United Press International reported. In his message to Congress the President asked for legislation to be made retroactive to today. In an attempt to restore stability in the market, the United States Treasury last night said the new tax would not go into effect until August 16.
