Teheran was under martial law tonight, but demonstrations and gunfire were reported near the Shah’s summer palace north of the capital. The Shah, Queen Farah and their two children moved to the Saadabad summer palace yesterday as riots flared in Teheran. Reuter reported from Teheran that martial law also had been imposed in Shiraz, Southern Iran, where blackshirted demonstrators attacked Government buildings, damaged cars and smashed windows, a Government spokesman announced. Land reforms proposed by the Shah and emancipation of women from the veil had instigated the widespread riots.

According to the Government. anti-reformist religious leaders and big landlords had joined forces to oppose the land reform measures.
