Sir, —I would like to have a bet with Mr Simpson, the Chief Postmaster, when he i states that postage is re- > quired to be paid for anything sent through the mails without exception. My Post Office Savings Bank book informs me that I may communicate with the Post-master-General on any Savings Bank business; may post my book for examination; may send money for deposit in a Savings Bank, all without paying for postage.
