Arms Talks Delayed

The United States and the Soviet Uoton agreed on Wednesday So poatpon* th* resumption <rf the Geoova dtnrmasnaot conference for one month, ftvm next Tueoday to Febraary 13. A spokesman for th* Arma Control and Disarmament Agency said the agreement was reached late this morning. The two Power* agreed to recommend th* postponement to the other participants, but a* the United States and Russia are permanent cochairmen of th* conference, their recommendation MnountaKi to actual poetpommeat. The United State* had offered to postpone th* conference for any length of time, up to the end of Febraary.
