A joint communique was issued on the results of several months of discusstotw between representatives of the two notions on disputed provisions of the ÜB.-Panema
Treaty governing the canal The discussions, held in Panama, were arranged after the visit of President Roberto Chiari to Wtahington in June last year. The communique said the two nations bad agreed that the Panamanian flag would be flown with the United States flag at various sites me (ww sone ana wk private argantoattoM and persons in the sone were free
to display flags at will over their residences or business premises. Previously, the Panamanian flag had been flown at only one site in the canal cone. The United States also agreed to permit the Panamanian Government to issue
authorisations to foreign consuls to function in the canal sone, provided the United States Government bad no objection to the country in question being represented in the sone.
Formerly, the United States issued all such authorisations.
The communique said that representatives of the two! Governments also discussed problems relating to Panamanian cttiaens working in the canal sone, wage scries, and equal opportunities for Panamanian and United States cittaene.
