A West German Red Cross spokesman said yesterday that the question of releasing the Nazis, Rudolf Hess, Albert Speer, and Baldur von Schirech. from the Spandau war crimes prison in Berlin, was being investigated. But toe Red Cross believed that after toe dissolution of toe Four-Power Control Council in Germany there was no “supreme institution” which could grant clemency to toe prisoners, the last inmates of Spandau. The spokesman said toe Red Gross had made tentative approaches to toe four former occupation Powers in an attempt to have living conditions in Spandau prison improved. Similar attempts bed been made without success several years ago. be said. Hess, Hitter’s former deputy, was sentenced to life imprisonment at toe Nuremberg war crime trials. Speer, toe former Nazi Armaments Minister, and von Schirach once the Hitler Youth leader, were each gaoled for 20 years. Von Schirach’s children appealed last month to toe Big Four Heads of Government, to toe Pope, to West German leaders and to toe InteroatiotMi Bed Cross, asking them to help ease conditions in toe prison, which were sad to be “ringutoriy rigid.**
