SANCTION PLAN

U.N. Vote On Portugal (N.Z.P.A.-Reuter —Copyright) NEW YORK, December 11. The United Nations Trusteeship Committee today adopted a resolution charging Portugal with armed “repression” of the populations of its overseas territories. It urged Lisbon to take immediate steps towards granting them independence. The resolution, co-spon-sored by 42 African and Asian States, proposed that the Security Council should take “all appropriate measures"—sanctions are envisaged—to secure implementation of these steps if Portugal refused to act. Member States would also be asked to refrain from offering Portugal “any assistance which would enable it to continue its repression of the populations of the territories under Portuguese administration, and for this purpose to take all measures to prevent the sale and supply of arms and military equipment to the Portuguese Government.’’ The resolution was adopted by 78 votes to seven, with 12 delegations abstaining, and 13 absent. Portugal's delegate, Mr Jose Manuel Fragoso, rejected, the “preposterous allegations of repression” contained in the resolution Portugal considered the draft ille-gaJ.
