The Foreign Affairs Committee of the Indonesian Parliament has demanded the transfer of control in West New Guinea from the United Nations to Indonesia this year and not next May as agreed. The committee also decided unanimously to demand cancellation of a promised plebiscite for the territory’s 700,000 Papuan natives by 1969. The plebiscite is to decide whether to stay with Indonesia or become an independent country. The decisions, reported by the Antara news agency, confirmed indications that Indonesia was out for control before the time fixed in the Dutch-Indonesian accord of August 15. Indonesia appeared to be primarily motivated by the high cost of the United Nations temporary administration in West New Guinea since October 1, the Associated Press said. When they made the settlement, Indonesia agreed with the Netherlands to share this cost until May.
