Road-Sealing Plans At the end of the present year the Paparua County Council would have provided some 24 miles of new road sealing and installed some 13 miles of kerbing and channelling and footpath sealing over a three-year period entirely out of revenue and without recourse to a loan, the chairman, Mr J. H. Weaver, said in his report to the annual meeting of the council last evening. A record length of road and footpath sealing would be completed during the current financial year, Cr. Weaver said. The council was continuing its policy of sealing the more important routes through the county as rapidly as county funds and National Roads Board subsidies would allow.

In urban districts good progress continued to be made with essential kerbing. Mr Weaver said some of the major achievements during the year were:— “The preparation of a threeyear works programme for each of the council's three administrative districts.

"The virtual completion of the installation of high pressure water throughout Upper Riccarton. Sockburn, Hornby, and Islington. "Substantial reductions in stock water and high pressure water supply charges. “An internal loan by the council of £lO.OOO to the Hornby County Town for urgent development work. "The earlier calling of tenders for major road and footpath sealing with considerable financial and administrative advantages. “Continued modernisation of council plant and machinery. “Considerable progress towards the completion of sports amenities in Denton Park.

“Proposals for the joint establishment and operation of a vehicle testing station on Paparua County Council land at Sockburn by the Waimairi and Paparua counties and Riccarton borough. Good Support For Loan The second of the Paparua County Council's two high pressure water supply loan issues of £lOO.OOO had been filled by public subscription, the chairman of the council. Mr J. H. Weaver, reported at the monthly meeting last evening. Authority was obtained by the council from the Local Authorities Loans Board for the raising of a loan of £236,000 for the installation of high pressure water, including the incorporation of the Hei Hei housing block system. Mr Weaver said. The executive work involved was now virtually completed at a total cost of a little less than £200,000. It would not be necessary to raise the balance. The loan funds necessary for the installation of this major water supply system had been subscribed by public investment during the period of the installation of the system. A substantial proportion of the loan funds oame from business firms and residents of the district.

"This was the first public loan issue ever placed on the market by the council and I express the council’s appreciation of the confidence shown in the county by the investing public,” said Cr. Weaver. The forecast submitted to the National Roads Board for an expenditure by the council on subsidised reading works was for £85,680, Mr Weaver said.
