‘Concession By West’

The Canadian Prime Minister (Mr Diefenbaker) said yesterday that if the Soviet Union were sincere in wanting a nuolear test ban, the British and United States proposal made in Geneva should have been acceptable. He told reporters that Britain and the United States in their proposal “went far beyond that which could have been anticipated 3 year or two ago.” The concessions, he said, “should have compelled the support of the Soviet Union if they were anywhere as sincere in their protestations of desiring a test-ban treaty as seme of their statements would lead you to believe.” Meeting In Geneva The “Big Three” nuclear test ban sub-committee of the 17-nation Disarmament Conference will meet today to discuss two new Western draft test ban treaties Tabling the drafts at the aonference yesterday. the United States and Britain appealed to Russia to accept either the one to ban all nuclear tests or the interim one, which would exempt underground tests. Mr Vasily Kuznetsov. nremot.lv reiec'ed the comprehensive draft and assailed he partial ban as an attempt to legalise underground testing Western sources said, however. that he was more cautious on the question of a partial ban He promised to study the draft texts.
