Aug 22 The Indonesian news agency, Ant today said that President Soekarno last night warned he would send Indonesian troops into West New Guinea before the transfer of administration to Indonesia if the United Nations “has a hard time in conducting the administration.”
The news agency quoted remarks made by Dr. Soekarno at the opening of a conference at Surabaya, east Java
Reuter reported that President Soekarno said: “We will begin our development plan for West Irian on October 1, 1962. flor on that date civilian traffic to West Irian may open
"Our greenshirts (troops) may not then be allowed to enter but if the United Nations has a hard time conducting the administration our armed forces will be called in.” President Soekarno said that he planned to send thousands of Indonesians intn West New Guinea for development work. He planned to send 2500 teachers along “in order to fulfil our target to eliminate illiteracy from Indonesia—which includes West Irian by 1964 " . Most of West New Guinea’s 70.000 native Papuans ane illiterate.
