Changes By Franco
(NZ.P.A.-Reuter—Copyright) MADRID, July 11. General Franco has recast his Cabinet and appointed a new Information Minister, leading observers to see an opening towards a more liberal period for Spain. The changes were announced on tine national radio last night. The new Ministers are to be sworn in today.
General Franco also appointed a Vice-Premier, General Agustin Munoz Grandez. for the first time so that he can delegate some of his powers as Head of Government.
A monarchist intellectual. Mr Manuel de Fraga Iribarne, aged 39. has been appointed Minister of Information and Tourism in place of Mr Gabriel Arias Salgado, who is known for his strict views on censorship The other new Ministers are General Pablo Martin Alonso (Army), Admiral Pedro Nieto Antunez (Navy), General Jose Lacelie Larrage (Air), Mr Manuel Lora Tamayo (Education), Mr Gregorio Lopez Bravo (Industry), and Mr Jesus Romeo Gorria (Labour).
