Brazil Deep In New Crisis

The Brazilian Prime Minister, Mr Auro de Moura Andrade, resigned last night after 36 hours in office and Brazil was plunged into its second Government crisis in eight days. A communique said Mr Andrade, the Senate Conservative leader, had resigned because he had found it im* possible to form a Cabinet.
The President. Joao Goulart, and the Prime Minister had been reported to be deadlocked over a choice of Navy and Air Force Ministers. General Osvino Ferreira Alves, commander of the First Army, earlier ordered his troops in Rio de Janeiro on alert “in view of the grave situation we face.” The move was considered a warning to restive highranking Navy and Air Forci officers not to mix in the worsening political situation the Associated Press reported. The Government news agency said the Second Army in Sao Paulo and the
Third Army in Porto Alegre supported General Alves’ determination to "maintain order and preserve democratic institutions.” Besides political troubles. Brazil also faces a major economic crisis that was indirectly responsible for rioting against food shortages at Niteroi on Monday night. The latest political crisis began when the Government of the previous Prime Minister. Mr Tancredo Neves, resigned on June 26 so members could qualify under the Constitution for the October Congressional elections. Certain appointive officials are barred from seeking political office.
