ing approval to proceed with the upstairs terminal restaurant from funds held jointly from the sale of hangars. This would also be a revenueproducing project. It had not yet obtained a decision on the proposed air exposition, originally planned for 1962 which could not now be held before 1964.

“Although we have received a prompt reply to our request to provide a dutyfree shop at Christchurch, we now find that all sorts of financial and administrative obstacles are being put in our way. If we are to get anywhere it appears that we shall have to overcome these problems ourselves, with little or no help from Government sources. This is especially disappointing as the Government will benefit financially from the operation of the shop. “We take this opportunity of appraising you of these further facts, because we feel thait the present relationship can only survive if decisions are made promptly and civil aviaition in Christchurch can only progress if the desire of Christchurch people for the logical development of their airport receives sympathy from the Government rather than the critical and negative attitude adopted in connexion with the car park.” “A very modest reply," commented Cr.
