Code Of Conduct For S.A. Press Proposed

JOHANNESBURG, Jan. 21 The South African Newspaper Press Union, which represents all major newspaper proprietors, has proposed a “voluntary code of con-

duct for the press.’’ It has also proposed the creation of a three-man board of reference to ensure that the code is respected.

The president of the N.P.U Mr H V Jooste released the text of the draft code and constitution and functions of the board. These will be submitted to the executive council of the N P.U. at the end of this month

The code would apply not only in South Africa but also to “matter originating in South Africa appearing in overseas publications ” The board would seek adherence to the code by all journalists working in South Africa

The board would be able to “reprimand or severely reprimand" proprietors, editors and journalists, have its findings published and corrections published “where necessary.” The code lays down, inter alia, that in the presentation of news there should be "no deliberate departure from facts either through distortion, significant omissions or summarisation.

“News reports should be free from colouring, slanting or emphasis.” it says. “Excess in reporting and presentation of sexual matter should be avoided.’’. The code says that com-

ments should, among other things, be “free from malice and not actuated by dishonest motive.”

Comment also “should take due cognisance of the complex racial problems of South Africa and should take into account the general good and safety of the country and its peoples." Two members of the board would be members of the N.P.U and it is believed they would represent the Englishlanguage and Afrikaans press respectively. They would recommend two retired judges willing to act as alternative chairmen.

The board will only consider representations about the conduct of the press or its members if “complainant has received no satisfaction after direct representation to publications concerned.”
