A low-yield nuclear test blast, the nisruh to be announced by the United States Atomic Energy Commission in rts current series, was set off underground today at the Nevada test site. j"lxw yield” normally means an explosive force equivaI lent to not more than 20,000 i tons of TNT. Shortly before the explosion President Kennedy was quoted by a European statesman as saying the United States was reluctant to resume nuclear tests in the atmosphere, A_P. said. •Rte statesman is Professor Giuseppe Codacci Pisanelli, President ot the Interparliamentary Union and a member of the Italian Government, who called on Mr Kennedy to discuss resolutions passed by the I.P.U. in Brussels last autumn. Professor Pisanelli said the President mentioned his agreement with the British Prime Minister (Mr Macmillan) at their Bermuda talks last month that it was a matter of prudence that the United States should make preparations for atmospheric testing pending a decision which would depend on an evaluation of last autumn’s Soviet test series. “You know how reluctant we are to resume testing in the atmosphere,” he quoted the President as stating. "We will do our best to continue to negotiate to reach an agreement (on a nuclear test ban treaty).” Professor Pisanelli said the President told him that the United States was doing its beet to ease East-West tensions through negotiations and would continue to fallow that path. He said the President also agreed with an IJP.U. resolution calling for the strengtheninig of international assistance to promote the growth of underdeveloped countries and newly-indepen-dent nations.
