Resident Proposes General Tax
The City Council did everything in its power to keep rates to a minimum and would continue to press the Government for some relief from the burden of rates, the council advised a Gayhurst road resident who wrote to is on the rating system. Of the 220.000 residents in Christchurch, 46.000 paid rates, the resident said. Many of the 46.000 were in business and collected what they paid in rates from those who bought their goods. “It is only those who are not in business who are the actual ratepayers.” he said. “They not only pay the rates levied on their properties, but also pay a proportion of those with whom they do business.” His rates on three-quarters of an acre, with bungalow residence, were £62. an increase of £2 12s on last year —“really a rent on a freehold property.” he said. He appreciated that work had to be paid for, but suggested that rates should be collected from all residents, as was done to finance social security.
