Conscription Possible

Sept 19 East Germany yesterday, it was announced, brought out a new ‘’law for the defence of the German Democratic Republic.” The announcement immediately gave rise to speculation that the Communists plan to introduce military conscription in Ea>t Germany. Reuter reported East Berlin border police threw a tear gas bomb at a group of about 20 West Berliners who gathered in the Wilhelmstrasse at the sector border to watch a Dutch television team at work. President Kennedy's personal representative in Be - lin. General Lucius Clay arrived in Bonn yesterday for talks with West German Government officials before going on to Berlin today. The Belgian Foreign Minister (Mr Paul-Henri Spaaxi has arrived in Moscow for talks on the international situation with Mr Khrushchev.
