CONFERENCE ON LAOS

Division Into Small Groups (N .Z.P.A .-Reuter—Copyngnt) GENEVA, Sept. 15. The 14-nation Laos conference yesterday entered a new stage when delegates agreed to form small working groups to thrash out a solution of points still at issue. The conference on Tuesday completed its first runthrough of 33 points concerning Laotian neutrality and ways of safeguarding It. It will now meet about twice a week in restricted session to pass the proposals of the working groups to the drafting committee. Conference sources said the procedure agreed on yesterday, as proposed by the British and Soviet co-chairmen of the conference (Mr Malcolm Macdonald and Mr Georgi Pushkin) was intended to be “extremely flexible.” The disputed issues can be summarised under two main headings: The status of the International Control Commission, composed of India, Canada and Poland, which is supervising the peace in Laos; and the relationship of the present negotiations to the 1954 Geneva agreements which ended the Indo-Chinese war.

Th? British United Press said that with the basic EastWest division over international controls in Laos little changed after 37 sessions, observers expected little progress in Geneva until a new Laotian Government was formed.
