fN Z.P.A • Reuter—Copi/nqtit f CAPE TOWN, September 15. The South African Rugby Union Board will recommend a change in the penalty law at the International Board's meeting in Edinburgh next March. The South African Board wants direct scoring from penalty kicks to be restricted to those aw’arded for foul play. It maintains this would encourage attacking play and the scoring of points through tries. In the case of penalties awarded for foul play, the board suggests that kicks awarded in the non-offending team’s half should be taken from half-way. Those in the offending team's half should be taken at any distance at least 10 yards from the goal line.
