Handicap On Immigrants

The New Zealand requirement of four years' post-pri-mary education before a candidate could sit the school certificate examination could cause hardship and delay the progress of some pupils arriving from overseas, Mr and Mrs B. Kaiser said in evidence to the Education Commission yesterday. They said headmasters should be permitted to decide whether such candidates were fit to sit.

Mr and Mrs Kaiser quoted the case of their own son who (on his English record) was admitted to a class for able high school boys, was well placed over three years, and was considered fit to sit school certificate by his headmaster. This was not permissable under the regulations, the only alternative being to seek a certificate of attainment. On return to England next year the boy would have no recognised certificate for four years’ work.
