Kennedy Has New Scheme WASHINGTON. Feb. 9 President Kennedy today urged Congress to enact a health insurance programme providing hospital payments and other benefits for nearly all Americans upon reaching the age of 65. In a special message to Congress he proposed that the scheme be financed by increasing both employers’ and employees’ social security contributions by one-quarter of 1 per cent.
"This programme is not one of socialised medicine.” he said. "It is one of prepayment of health costs with absolute freedom of choice guaranteed. Every person will choose his own doctor and hospital." The President suggested that the health insurance benefits be available "to al! persons aged 85 and over who are eligible for social security or railroad retirement benefits."
The Social Security Act. passed in 1935. now applies to most Africans, although physicians are a notable exception.
