Kennedy Plan For “Chronic” Areas PALM BEACH (Florida), January 1. The President-elect, Mr John Kennedy, in a statement today gave “the most important domestic priority" to a sweeping programme to ease chronic economic depressions in American communities. The population of the depressed areas totals nearly 22.000,000 persons. Mr Kennedy, in a joint press conference with Senator Paul Douglas, produced recommendations prepared by a special “task force” calling for immediate action after the Presidential inauguration on January 20 to help “islands of chronic unemplov. ment,” situated primarily in industrial areas of the eastern half of the United States.
