‘Rebels Armed

(Rec. 9 p.m.) MOSCOW. December 14. Russia last night accused the United States in a formal Note of arming and financing

the Right-wing rebels attacking Vientiane.

The Soviet Note, handed over in Washington today, said the United States was “now rendering assistance to the rebel grouping of Nosavan (General Phoumi Nosavan, leader of the Right-wing forces), supplying it with arms, military technique, ammunition and funds,” said Moscow Radio. This was a “flagrant violation” of the 1954 Geneva conference declaration on Indo-China. Moscow Radio warned that the American Government must accept “full responsibility for the consequences which might result.”

The Soviet Note added that the United States was trying to force Laos to abandon its neutralist policies and return to serving “the policy of military blocs and aggressive preparations. “The Soviet Government points out that full responsibility for the consequences which might result from the aggressive actions of the United States and some of its allies in the S.E.A.T.O. military bloc against the Laotian people lies with the United States Government,” the Note concluded.
