LONDON, June 29. Russia today accused the Western Powers of “plainly adopting a policy of torpedoing” the 10nation disarmament talks at Geneva. In a Note to “the Governments of all nations,” published in Moscow. the Russian Government said it was ready to take part in “fruitful” disarmament negotiations. But it suggested that more State" should be . included in future talks. On the Communist bloc’s walkout at Geneva on Monday, the Note said the talks were interrupted because of the Western side’s unwillingness to solve the disarmament problem. Russia still favoured parity at the talks, even if membership was increased, the Note said. In Geneva, Russia’s delegate to the collapsed talks said he hoped the United Nations General Assembly, to which the Soviet Union has referred the disarmament problem as an “urgent” matter for Inclusion on its agenda, would decide in favour of further disarmament negotiations The delegate (Mr Valerian Zorin) was answering reporters' questions shortly before leaving by train for Vienna
