RESTRAINT URGED

Diefenbaker’s View

(Rec. 10 p.m.) GREENCASTLE (Indiana), June 5.

The Canadian Prime Minister, Mr John Diefenbaker, said today that the N.A.T.O. Powers should meet to examine Mr Khrushchev's tactics of “the carrot and stick.” Mr Diefenbaker said the Western world should not be confused by changing Communist tactics. “The N.A.T.O. reaction to the failure of the summit meeting has passed through stages of disbelief, dismay and disappointment, but at no time defeatism,” he said. "We must not be blown off course by Mr Khrushchev’s bellicose verbosity, ominous as it may sound. The language of insults is best answered with restraint.” Mr Diefenbaker warned against allowing Soviet handling of the U-2 spy plane incident and the summit conference collapse to cause the Western Powers to retaliate with similar threats.

“In my reading of the press.” the Prime Minister said, “I am disturbed from time to time that there are those who indulge in the dangerous course of vocal rocket-rattling. “I can think of no more sterile or irresponsible use of the responsibilities of office than the tendency to brandish the symbols of military power.”
