MONTREAL April A The full 21-nation council of the International Civil Aviation Organisation last night endoned the United States Vor-Dmet short-range navigational system for the world’s airlines over strong opposition from Australia Britain, France and Canada. The American system, ebostn over Britain’s Deeea project, now would go to the 77 members of 1.C.A.0. for approval, the Canadian Press reported. The council of the 10-yser-oM United Nations specialised agency also voted to extend the Vor protection date to 1975 from 1988, and to set a protection date of 1975 for Dmet This ensures that nations investing in LCA.O.approved systems will not be faced with investment in a new system before the old one has paid for itself. Australia, Britain, France, and Canada launched strong criticisms of Vor-Dmet South Afrcia. Denmark, and India joined these four council members in net voting for Vor-Dmet
