COUNTY COUNCILS MALVERN COUNTY COUNCIL BY-LAW FOR CONTROL OF DOGS PUBLIC Notice is hereby given that in exercise of the powers conferred upon It by “The Counties’ Act, 1956,” "The Health Act, 1956,” and "The Dogs Registration Act, 1955,” and all other powers and authorities vested in it, the Malvern County Council at a Special Meeting held in the Council Chambers, Darfield, on Monday, October 5, 1959, resolved by way of Special Order to make the following bylaw. 1. This by-law may be cited as the Malvern County By-law for Control of Dogs. 2. The owner of any dog or the person having for the time being control of any dog within the County of Malvern shall cause such dog to be tied up or otherwise confined during the period commencing from half an hour after sunset on any day to half an hour before, sunrise on the following day. 3. No dog shall be deemed to be -tied up or confined within the meaning of this By-law unless such dog is so tied up or confined as to completely prevent it from straying from the property of the owner or person having control as aforesaid. 4. No person shall suffer any dog dog owned by him or in his charge to be upon any footpath abounding or abutting • any shop premises within the County of Malvern unless such dog is kept under continuous control while thereon by an effective lead or container. 5. No person owning, having control, or charge of any mangy or diseased dog or any female dog In season shall take the same into any public place or permit or suffer such dog to enter or remain thereon or wander free and at large. 6. Every person who shall commit any breach of this By-law shall be liable for every such offence to a penalty of Ten Pounds (£10). This By-law shall come in force on the Ist day of December, 1959. A full copy of the above bylaw is deposited at the Council Office, Darfield, and is open to the inspection of the public during office hours until November 6, 1959. This Special Order will be submitted for confirmation at the Ordinary Meeting of the Council to be held in the Council Chambers, Darfield, at 1.30 p.m. on Friday, November 6, 1959. HOWE, County Clerk. 8520 MALVERN COUNTY COUNCIL AUSTIN’S BRIDGE LOAN, 1959 PUBLIC Notice is hereby given that at a Special Meeting of the Malvern County Council held on Monday, October 5. 1959, the following resolution was passed, and will be submitted for confirmation as a Special Order at the Ordinary Meeting of the Council to be held on Friday, November 6, 1959, at 1.30 p.m. in the Council Chambers, Darfield. “That in pursuance and exercise of the powers vested in it by the Counties Act, 1956, the Local Authorities Loans Act, 1956, and all other acts In that behalf enabling the Malvern County Council, and by virtue of the sanction of the Local Authorities Loans Board granted at a meeting of the Board held on September 23, 1959, hereby resolves as follows:
1. That the Malvern County Council proceed to raise a loan of £2,560 to be known as Austin’s Bridge Loan, 1959, for the purpose of meeting the County’s share of the cost of renewing Austin’s Bridge, Sheffield. 2. That the term for which the said loan or any part thereof may be borrowed shall not exceed ten years. 3. That the rate of interest that may be paid in respect of the said loan or any part thereof shall be such as shall not produce to the lender or lenders a rate or rates exceeding 5 per cent, per annum. 4. That the Council shall, before raising the said loan or any part thereof, make provision for the repayment thereof by establishing a sinking fund at a rate of not less than eight pounds eight shillings and sixpence per cent, per annum on the amount of the loan for the time being borrowed and not repaid. 5. The payment of Interest and repayment of principal in respect of the said loan shall be made in New Zealand, and no amount payable as either interest or sinking fund in respect of the said loan shall be paid out of loan money. 6. That the rate payable for brokerage, underwriting, and procuration fees in respect of the raising of the said loan or any part thereof shall not in the aggregate exceed J . per cent, of any amount raised. 7. That no money shall be borrowed under this sanction after the expiration of three years from the date hereof. 8. That the Council doth hereby appropriate and pledge as security for the repayment of the loan and the charges thereon a special rate of .014 of a penny in the pound on the rateable capital value of all rateable property in the County of Malvern. 9. That the form of security for the payment of the principal and interest on the said loan shall be the issue of registered stock.” A copy of this proposed Special Order is deposited at the County Office, Darfield,- and is open to the inspection of the public during office hours until November 6, 1959. Section 34 of the Local Authorities Loans Act, 1956, provides that a poll of ratepayers is required if not less than 5 per cent, of the ratepayers on the ratepayers roll of the County so demand in writing, and deliver to the Council no later than November 5, 1959. NOTICE IS HEREBY GIVEN pursuant to Section 89 (1) of the “Local Elections and Polis Act, 1953," that the Electors’ Roll to be used at the forthcoming County Elections (includes election of representatives for Council, Harbour Board, Hospital and Catchment Boards) closes on FRIDAY, OCTOBER 23, 1959, AT 5 P.M. All persons of 21 years of age and over, possessing the necessary qualifications, are eligible to vote at this election. Further, enrolment of residential electors —that is, persons who have resided in any particular district of the County for a period of not less than three months, is compulsory. To avoid confusion on Election Day, electors should ensure that their names are on the roll prior to closing date.
