TEST BAN TALKS
Bid To Break Deadlock ■ • (N.Z. Press Association— Copyright) (Rec. 10 p.m.) GENEVA, July 17. A “rather grave situation” had arisen in -the talks in Geneva aimed at the stopping of nuclear weapon tests, a Soviet spokesman said last night ' The -Soviet delegate to the talks (Mr Semyon Tsarapkin), after that the talks had reached a “complete impasse,” made a new offer—to surrender the right of veto on control posts and air routes on certain conditions. t He stipulated that the test ban agreement must contain satisfactory provisions for agreement between the control organ and the governments concerned, conference sources reported. Last night, the United Nations Secretary-General (Mr Dag Hammarskjold) and the United States Secretary of State (Mr Christian Herter) were reported to be meeting to discuss the progress of the conference.
