Troops Move In i (N.Z. Press Association—Copyright) NEW YORK, January 20. Communist troops built pillboxes and barracks today around the Lappa Island commune, the scene in recent weeks of a not and a fire believed to have been set by a foe of China’s commune system, United Press International reported from Macao. Reinforcements armed with sub machine-guns already were pouring in to live in the new barracks dominating the commune, in Communist territory just over the border from the Portuguese colony of Macao. Reports filtering across the border said that more than 200 civilians on the site had been questioned by Communists trying to determine what caused the fire that destroyed half the commune last Friday.
